ELKINS Marine Training International (EMTI) is an international maritime training and consultancy firm, with its world headquarters located in California, USA. EMTI conducts extensive training in IMO compliant and United States Coast Guard (USCG) approved courses (as well as being approved by many other IMO "white list" countries), meeting the requirements of the maritime community for STCW-95, SOLAS, ISM Code, ISPS Code, and other related concerns. When a large scale or complex threat assessment or risk analysis is required, our Maritime Team utilizes several state-of-the-art proprietary assessment methods. Our assessment methodology has been validated by U.S. federal, U.S. State, and international government agencies. Team members consult regularly with the U.S. Coast Guard, Transportation Security Administration (TSA) and the Department of Transportation (DOT) regarding the development of national seaport and vessel security standards.
EMTI's Security Division Team members have conducted port and vessel facility security assessments, planning, and large scale engineering projects at numerous seaports and provided instruction in maritime security and anti-terrorism requirements, standards, and practices to students worldwide. EMTI Security Division Team Leadership
Our Team Leaders Include:Jeffrey Kinsman, LCDR USN (Ret.) – A 23 year veteran of Navy antiterrorism and security operations, Mr. Kinsman brings a wealth of experience and intimate knowledge of maritime security operations to the EMTI Team. A graduate of a State of California police academy, the Federal Bureau of Investigation (FBI) National Academy, and the University of the State of New York, Regents, his primary focus for the past number of years has been application of security and terrorism countermeasures and mitigation efforts in maritime and high-risk environments both domestically and abroad.
Mr. Kinsman's career has included leadership over significant military security operations both in the U.S. and internationally, including carrier battle group security operations during the first Persian Gulf War; with NATO commanders at a key air facility in Europe; as the U.S. Navy Pacific Fleet Security and Antiterrorism Officer; and finally retiring as the Navy Regional Security Officer for the Northwest United States.
Most recently Mr. Kinsman has acted as Primary Consultant on numerous maritime industry security assessment and planning efforts, including contracts with several Fortune 500 companies. He currently instructs all maritime security courses for EMTI and provides team leadership as Head, EMTI Security Division.
Charles Sherupski is a Senior Security Officer with twenty-plus years as a manager/leader in Information Assurance with the Central Intelligence Agency. Multi-disciplined in Personnel, Physical, Technical and Industrial security. Charlie is a recipient the National Intelligence Distinguished Service Medal of Honor. As Director of an overseas security group, he was responsible for developing and implementing multi-level security programs for numerous government facilities. Since the events of 9/11 Charlie has returned to his leadership role with the Central Intelligence Agency as a consultant to develop strategies to mitigate the threat of global terrorism.
