The name, Elkins, is a familiar
monogram associated with a long history of educational excellence
and innovative thinking. Established in the early 50s, the Elkins
Institute grew to 6 locations by 1968: Dallas, New Orleans, Atlanta,
Chicago, Minneapolis and Houston. Undergoing an initial public
offering in 1968, the Institute became one of the top ten over-the-counter-Texas
performers, growing to locations in twenty-one cities throughout
the U.S.
In 1994, Elkins formed a strategic
alliance with Electronic Data Systems (EDS) in Dallas, Texas,
establishing the first satellite interactive public access training
network. Additionally, the Institute received a contract from
the Federal Communications Commission to issue commercial examinations
for aviation, communication, and maritime industry professionals,
subsequently certifying these individuals for federal licensing.
The fruition of these two strategic partnerships led to the establishment
of approximately 150 examination sites in U.S. territories worldwide,
and over 50 interactive satellite sites across the U.S.
Elkins Institute was purchased
by BFT Training Unlimited, Inc. in 1997, and the company's
headquarters subsequently relocated from Dallas, Texas to Petaluma,
California. BFT Training Unlimited, Inc. currently provides
technical training, licensing and certification to international
organizations, national administrations and non-governmental
organizations, individuals and businesses in the maritime and

Technical Training
Elkins Training company (ETC), BFT's training division, conducts training
courses throughout the U.S. and various other sites across the
globe. Offering multiple locations in the U.S.,
we provide U.S. Coast Guard-approved (also IMO-approved) STCW
GMDSS courses. Elkins Training enjoys an excellent working relationship
with the U.S. Coast Guard. ETC's Instructors have the
capability to go anywhere in the world, set up a GMDSS lab for
instruction, provide training materials, and conduct the actual
testing and certification. ETC also has excellent working
relationships with all of the U.S. maritime academies, unions,
and most of the major Fortune 500 maritime-oriented companies.
Licensing, Certifications
and Publications
Through its Elkins Institute
Division, BFT Training Unlimited, Inc. functions as a Commercial
Operator License Examination Manager (COLEM) for the Federal
Communications Commission (FCC) in the United States. EI
has over 150 affiliate sites in the U.S. that provide FCC classes
and/or license exams: individual examiners, colleges and aviation/technical
schools.
After a successful examination
process, a certificate (called a Proof of Passing Certificate
- PPC) is issued as a temporary FCC Commercial Communications
License, until the FCC issues their permanent license. These
PPC's are also recognized in many countries for non-U.S. residents
in the issuance of their own country's licenses, especially in
the areas of Marine Radio Operator Permits and GMDSS Radio Operator
Licenses. EI also publishes FCC license exam study guides.
